This file explains reasons of IEM Library creation. This library was created only for using by Institute staff without any profit or commerce purposes.

Unfortunately, we have very slow link to Internet outside Chernogolovka and it forces us to use local copies of electronic publications for traffic restriction. In case of establishing of more fast link all links immediately will be changed to direct links to primary sources.

We store all information without any changes in it's contents (excluding paths in file names). Also we everytime add copyright and direct links to primary source of information.
